Address Book Policies: Do contacts have to follow the rule that all distribution lists are a subset of the GAL in an ABP?

Hi,

I'm running 2010 SP2 RU4.

I have to add contacts to an address book policy but we don't want the contacts to show up in the GAL.  This works fine without ADP.  The All Contacts group is available to users without the contacts in the GAL, but  the rule about ADPs is that address lists are subsets of the GAL.

Is this true of contacts?
