Need to use SMTP address instead of legacyexchangedn as the "Master" address on all mail-enabled objects in our environment

My environment is very complex. We have both Exchange and non-Exchange email servers, which means we have both User-Mailboxes and Mail-Enabled Users. We also have a custom written account provisioning application that at one time populated the legacyexchangedn value, but no longer does (Exchange 2007 does it now). This change in account provisioning, coupled with the fact that users regularly move between the Exchange Server (User-mailboxes) and non-Exchange Server (Mail-enabled Users) , means that legacyexchangedn values change regularly for users in our environment. This causes NDR's due to client applications like Outlook caching the previous legacyexchangedn value in cached address books and autocomplete cache files.

One thing that never changes for users in our environment is their SMTP address. Is there a way to have Outlook and Exchange stop referencing the legacyexchangedn value and just use SMTP address as the "master" address when doing address lookups and routing messages?

I don't want to have to add a custom x500 address for every single address book entry so that the old legacyexchangedn values are retained when users move between mail servers. I also don't want to disable Address caching or Cached Exchange Mode at the client level. I just want Outlook and Exchange to reference the SMTP address when it attempts to lookup, or send to, an address.
