Do storage quotas override the archive quota for a user?

Hi,

For a mailbox, you can set a storage quota to override the database setting and you can set the archive quota.

Does this mean that the archive mailbox does not use either the mailbox storage quota or the database level quota?

And, powershell notwithstanding, you can't set a database archive quota in Exchange SP2 rollup 4?
