After a week of reading and reading more forum posts, I think I've run into trouble that I cannot seem to get myself out of.
I have recently migrated from Exchange 2003 Sp2 to Exchange 2010. First I created replicas of the public folders on Exchange 2010, then moved all the users over. Everything works as it should, except the Free/Busy info. For both Outlook 2010 and 2003 clients which we have a mix of.
Trying to do a meeting request in Outlook 2010, I get free/busy info for some users, some have 2003 clients, some have 2010. Yet others I get a "the recipient's mail server cannot be contacted", again some are using 2003, and some are using 2010 clients.

Again some are using 2003, and some are using 2010 clients, so I cannot establish a pattern.
In Outlook 2010 it either shows the person's schedule or it gives the "server cannot be contacted", but in Outlook 2003 it could be either of these two results OR have the time slot blocked out and not give any details.
Same results with OWA.
I've compared 2 users, one with Free/Busy working, and one not, side by side in ADSIedit, an I could not find anything that stands out Exchange related. They were even part of the same database.
Exchange is set up on 4 servers: old 2003 previously hosting all roles, EX2010 CAS/HT, EX2010 DB1 (active), and EX2010 DB2 failover (no active databases).
SSL is disabled on the public directories of CAS 2010 and Ex2003. Autodiscover.domain.com is in the CAS certificate.

Message tracking log shows "backfill request" from 2003 to 2010 error as follows:
554 5.2.0 STOREDRV.Deliver.Exception:PropertyErrorException; Failed to process message due to a permanent exception with message Property: [0x3ff00102]
Googling this error really gave me limited results, nothing relevant to my situation.
