Exchange 2010 SP2 Error 1224

I have an Exchange 2010 SP1 that I tried to update to SP2.  The install failed on Step 8 - Languages.

Now I am getting an error when trying to connect to owa inside or out side.  It's an asp.net error in event logs

Error

Perormance counter names and help test failed to unload.  Unloadctr exited

with error code '1224'.
