TLS sending

Could you advise a way to enable "attempt TLS" for all domain during sending? and fall back to normal SMTP sending if the designatedserver doesn't support TLS.

I can only found topic on enforce TLS for particular domains but we want the server to try TLS for all domains first.

Can it be done? appreciated if anyone can point me to the right direction.
