Not all contacts showing in Outlook address book with Public Folder as address book

I recently upgraded a client to Exchange 2010 (from 2003), but they had been using Goldmine CRM for email and contact management. Because they wanted all of their employees to be able to edit and update contacts, I exported the contacts from Goldmine as a CSV and imported them in to a public folder. I then manually added the internal users so they wouldn't need to switch address books in Outlook.

My team configured everyone's Outlook 2010 clients to allow the public folde rto be available as an address book. Ideally, it will be the default, but we've run in to an issue.

In the address book, there are two contact lists for the public folder: Client Contacts and Client Contacts (Mobile).

The Client Contacts folder only has the contacts we manually created (so the internal employees). The Client Contacts (Mobile) book only lists the contacts with mobile phones, but not all of the contacts have those.

If you click on the public fodler itself, all of the contacts show, but not in the address book.

How do I get the address book to list all of the contacts, mobile, not-mobile, internal, or otherwise?
