Weird Free/Busy Problem

We're experiencing an odd issue, specific to free/busy information being unavailable in Outlook and OWA for select mailboxes.  Our environment:

All Exchange 2010:

Site1: 3 Mailbox Servers (mailbox database mounted on each server), 2 HT Servers, 3 CA Servers

Site2: 2 Mailbox Servers (mailbox database mounted on one server, the second server maintains only database copies), 2 HT Servers, 3 CA Servers

Bearing in mind that all configurations have been validated to be correct (at least what I have seen) and that free/busy was working, here's the scenario with which we're faced.  Free/Busy info on all mailboxes on any mailbox databasein Site1 is available.  Free/Busy info on all mailboxes on the database mountedin Site2 is unavailable in Outlook or in OWA.  Remember, this was working previously.  As a test, I went as far as moving the mailboxes in question to a database in Site1, free/busy information then became available.

After an extensive search I found that any free/busy issue out there was either only related to Outlook or only related to OWA.  In our case, free/busy isunavailable in both Outlook and OWA for any mailbox mounted in Site2.  I have found a viable solution (link below), but this only works if the end-user or admin runs through the steps on the client machine itself.  Clearly, I can't ask end-users to run through the steps without being on the receiving end of some backlash and/or expect them to run through the steps correctly.

Can someone offer some advice?
