Exchange 2010 Public Folder failover not working

Hi guys.  I recently upgraded my 10 exchange server to SP2 and rollup5v2.  I'm not sure when this started happening but, when i reboot the public folder database server that client are connected too, the outlook clients don't reconnect to the other servers which hold a copy of the public folder database.

So I have.

1 Forest, 1 domain, 1 site

I have 2 DAGS

The 1st DAG has 3 mailbox servers, each server holds a copy of the mailbox database.  My primary server which my activer databases are one, has all its databases configured with that server as the default public folder and in the past all my users outlook client would connect to this server for  public folder and when I rebooted this server, they clients would use one of the other servers public folder.  Today I noticed the oultook clients aren't connecting to their default public folder instead they are connecting to on of the other public folder server, I rebooted this server and outlook would not connect to the defaut public folders server.  I'm about the reboot this primary server and see if that fixes issues.

So, how does the outlook client know to failover and why arent any of my outlook clients connecting to the default public folder server.  Any ideas, how can test to make sure public folder is working correctly.

I also notice since today all my user outlook client aren't able to save their public folder favorites, they keep disappering after oultook client close/open or if you clien on them.  So, Im having to issues.

any help is appreciated.
