can't move public folder replicas

I'm trying to move the Public Folder Replicas from my old Exchange server 2003 to new 2010 in order to retire the 2003 box. I've followed the steps (using EMC) and have been watching the Public Folder Instances on the 2003 box for two days but nothing has happened. It says that it might take some time but I really have nothing to speak of in my Public Folders. In my 2010 Queue Viewer I have numerous messages stacked up frompublicfolderdatabase1772266327@mresource.com with the error "451 4.4.0 Primary target ip address responded with "421 4.4.2 connection dropped due to socket error".
