Resource mailbox doesn't email the delegate

Having annoying issues with Resource Mailboxes.  Currently all added and set up how we want them.  So that  "Enable the Resource Booking Attendant" is OFF because we don't want them automatically accepted or rejected.  We need a person to manually accept the bookings.

I've added all the required delegates in the Delegates section and ticked the Forward Meeting Requests to Delegates check box.  But none of the delegates are getting the e-mail.  The e-mail is just sitting in the rooms mailbox.

We have some old meeting rooms that an engineer setup, who is currently away. These are setup exactly the same.  They have several delegate members and one of these members is Helppoint.  The only mailbox that appears to be getting the meeting requests for these rooms, is Helppoint which is how they want it.

1. I don't know how he's managed to get it so only helppoint gets the e-mails.

2. I don't know how he's managed to get it to work forward to this delegate in the first place.  As it refuses to do this on the resource mailboxes I've setup, that I've setup the same way.

Resource Out Of Policy Requests is set to "Selected Recipients" and is blank

Resource In Policy Requests is set to All Users for Specify Users who are allowed to submit in-policy

And Specify who can submit in policy meeting requests is set to Selected Recipients but is blank.
