OAB Generation Fails

We are migrating from Exchange 2003 to Exchange 2010.  As part of the process OAB generation was moved to a newExchange 2010 server but the process is failing on the new server.  When I force an update the process begins successfully but then runs into a problem

Event 9331

OABGen encountered error 80004005 (internal ID 50103b7) accessing the public folder database while generating the offline address list for address list '/'.  - \Default Offline Address List

Event 9335

OABGen encountered error 80004005 while cleaning the offline address list public folders under /o=<domain>cn=addrlists/cn=oabs/cn=Default Offline Address List.  Please make sure the public folder database is mounted and replicas exist of the offline address list folders.  No offline address lists have been generated.  Please check the event log for more information. - \Default Offline Address List

The public folder database is mounted and replicas exist.
The (new) generating server's C:\Program Files\Microsoft\Exchange Server\V14\ExchangeOAB folder contains a folder with a GUID type name but nothing in it.
I have enabled web based distribution for our CAS servers.
The internal and external URL for OAB virtual directories are valid and match.
When I look at the CAS servers the OAB directory also exists and has the same GUID type folder but it is empty.
Using the test email autoconfig without guesssmart returns succesful and has the correct OAB directory listed.
Attempting to download the OAB with clients fails presumably because there is no data. 

The event log messages appear to be access denied but where are more permissions needed?
