Can I force use to select Message Classification before sending?

Hello,

In Exchange 2010 with Outlook 2010, can we force a user to select a Message Classification before sending every message? I know we can catch messages after they are sent using a transport rule but that's too late for us.

I know we can use 3rd party products but I'd prefer to avoid that.
