Exchange 2010 upgrade to SP2 failing at Prerequisites on Hub Transport Role

When running the upgrade wizard on Exchange 2010 to SP2 I get the following message when it checks the prerequisites.

As far as I can tell there is nothing else running. As troubleshooting steps I looked for a PID number matching the ID number the error lists and taskkill did not find it. I also rebooted the whole server and still got the same error. So far I have been unable to find any documentation on this error.

The exchange server is on a stand alone 2008 R2 server and has had all the patches and updates installed for the OS.

Any help would be greatly appreciated.
