Error enabling an Arbitration mailbox "isn't a security-enabled recipient"

Running Exchange 2010 SP1

I have systemMailboxe accounts in AD but dont have mailboxes for them.

When I try to recreate the mailbox I get an error.

Enable-Mailbox "SystemMailbox{e0dc1c29-89c3-4034-b678-e6c29d823ed9}" -Arbitration

I get this error:

SystemMailbox{e0dc1c29-89c3-4034-b678-e6c29d823ed9} isn't a security-enabled recipient.

I have tried enable\Disable the accounts
