Mail delivered without Attachment in exchange 2010

 Hi Friends

We have exchange 2010 organization and Outlook 2007,2003,& 2010 clients. Some of our user reported,  outside recipient has only received their mail without attachment.I am not using any edge transport server or Anti spam filter server.

What is problem, i am not understand?
