Autoreply in exchange 2010

Hello,

Environment is exchange 2010 sp2 and outlook 2010 sp2

Requirement : To enable a specific autoreply for both internal and external recipeints

However , in exchange2010, autoreply is disabled in the organization container.

OOO messages cannot be a solution as it will only send out a email once to to the

 sender and not repeated again.

Enabling a rule in rule option below OOO message does not work.

Any ideas
