EMC and EMS erroring out when ran from local exchange server but work fine from a remote win 7 workstation, any reason?

This is my issue. 

A single domain with one exchange server.  Exchange Store and OWA are working correctly.  DC are replicatings.  DNS is running well.  DNS entries are correct.  Time Sync is in order. 

On the local server, EMS and EMC do not launch properly.  Both take a long time.  EMC times out and gives an initialization error.  Check computer name, firewall exception, windows remote admin service.  The things to check are all fine.  FQDN is correct.  The service is running.  Firewall is off.

EMS goes through the gryations of getting stuff implicite remoting modules and ends with this error:  Warning with Export-Module, the actual session can not be generated with the help of Import-PSSession.   Even though the connection was made. D:\Exchange\bin\CommonConnectFunctions.ps1:129 :56 .  So a normal PS shell with no exchange cmdlets.

Ran the trouble shooting tool posted in Technet, does not report any problems.  Deleting the MMC profile in roaming makes no difference.  Not much in event view either.

The Kicker:

From a windows 7 workstation with the exchange admin tools installed, it connects quick and correctly.

Help would be most welcomed?
