Exchange 2010 Database Activation Block

I have configured database activation block on 2 mailbox Servers [Exchange 2010 SP3]
in DR site however I can still activate the database on the server in DR site!
In my previous implementation (Exchange 2010 SP1) I did not have this problem
and activation blocked had worked.<o:p></o:p>

Does anyone has got clue why Exchange doesn't give me error message when I try activate the
database on DR server where activation is blocked?<o:p></o:p>
