Using another DB for longer term archive

I have both the main mailbox db and archive db utilizing more expensive storage.  While I don't want people's main mailbox to become bloated with things that are too old, archived mail (anything older than 1-1/2 years) is still important enough to protect through all the same methods and keep as accessible as possible.

However eventually I will pass a point where it doesn't make sense to maintain even in archive, but I still want some sort of access to this old stuff, as easy as possible. 

I realize I could export and delete.  I see that I could use Search-Mailbox to move mail to another user, then delete originals and perhaps export from there.  PSTs would do job I suppose.  However it seems like these methods would be tedious in that I'd have to go user by user in order to have independent PSTs, and then the size of PSTs become an issue at some point. 

What I'd really like to do is create a separate mailbox database that is stored on cheap storage, and then have some method similar to archiving, but that transfers from archive to a corresponding mailbox in this 3rd db... .perhaps after 7 years.  Is there a way to do this?  Even if I had to use EMS and run this as an export against the archive db.  I'd prefer to run one command against all archive mailboxes.  As a worst case, I could run individual exports per user, but I'd like those exports to move the mail to this 3rd db rather than to PST files.  However it looks like I can only export one user at a time, and only to PSTs. 

Any feedback on this would be appreciated.  If I'm able to do what I want, that would be great.  Otherwise I'd love to hear how you've addressed.
