Forwarded mail and direct mail not showing up twice

A brainbreaker... I hope I can make you understand what I mean. I think this feature is by design (and therefore can't be changed?), but it never hurts to ask if anyone knows a solution:

At a customer I have two users (UserA and UserB) who have their own mailboxes on the Exchange server. On these mailboxes there are forwarders set to another account (UserC). So if I sent a mail to UserA or UserB, that mail is being forwarded to the mailbox of the account of UserC correctly.

However, if I send a mail to UserA and/or UserB aswell as to UserC -for instance when I use the option to send a mail to the entire organization- UserC receives this particular mail only once in his mailbox (I guess based upon message ID?).

The client however wants to receive every copy of the mail (so if send to A, B and C he wants to receive the mail three times at UserC's mailbox).
