Exchange 2010 SP1 Grant Full Access Permissions

I have been migrating users from Exchange 2003 to Exchange 2010.  I have found that I cannot use the EMC to grant Full Access Permissions to migrated users and new Exchange 2010 mailboxes.  I get the following error:

Some controls aren't valid.

-Changes in the user/group list are required to grant or remove permissions

I have Exchange 2010 SP1 installed,  I installed Rollup 5 but that did not fix the problem.  Any help to solve this problem would be greatly appreciated.
