outbound internet mail still being routed to server removed from send connector source server list

Every time I install a new server with the hub transport role other servers try to route outbound internet mail to it.  This mail sits in the new servers outbound queue until that server is added to the source server list on the internet send connector.  If you remove a server from this internet send connector source server list, other servers will still send mail to it destined for the internet, which then sits in the queue in "retry" status.

What does it take for the community of exchange servers in various sites to realize that they cannot route outbound internet mail to a server that is no longer on this list?  I've restarted the "Microsoft Exchange Transport" service and rebooted the servers, but the condition persists.
