Staff Noticeboard shared folder in Outlook

Hi guys. We are an educational institution. Our staff is been abusing the email system sending emails to all the staff group with non - professional things like sales, party invitations, jokes, etc, one of the teachers suggest to create a Staff Noticeboard shared folder in Outlook, where people can put non-academic emails and for sale notices.

Is there a way of doing that in Exchange 2010, a shared folder is the best solution, or there is another ways to do it, how will the teachers sends the emails to that folder and how they will received just in that folder and not on the inbox.
