Changed Exchange 2010 retention policy but old policy is still active

I created a retention policy to delete items older than 183 days. I applied this policy to Inbox, Drafts, Junk Email, Notes,... and all other folders in the mailbox. We then changed our minds and removed notes and calendar items, so I changed the retention policy. Unfortunately, notes that are older than 183 days are still being removed.

Here are my current tags (all 183 and all delete and allow recovery):

Deleted Items, Drafts, Inbox, Junk E-Mail, Outbox, Sent Items, All other folders in the mailbox

Is this a common problem? How do you fix it?
