EXCHANGE 2010 SP2 and Public Folder Replication

I am having a hard time getting public folder replication to work; this is one of my last steps to move the organization away from Exchange 2007.

NOTE: The replication issue is with two exchange 2010 mailbox servers. I recently installed Update Rollup 1 for SP2 and still have the issue.

We have two Mailbox servers, both have a public folder database, example "EX01 PFD DB0" and "EX02 PFD DB1".  I have the public folders set to replicate, however they are not, this is just in my EXCHANGE 2010 environment. The single public folder data base is working fine; I can see it in OWA, however replication between the two databases are not working. I read just about every TechNet article and I can’t find the resolution

I have turned logging to max per the exchange blog and these are the only events, which according to TechNet is normal.  I can’t find anyone with this issue and have no idea how to fix this issue.
