Give individual users the ability to SEND email AS all members of a security group.

I have 3 users in my company that need the ability to send email out AS other users in the company (Send As Permissions).

I can manually add the Send As permission using EMC > Manage Send As Permission, but instead of giving individual users this permission I would like to give it to a security Group.  I need these 3 users to be able to SEND ASall members of a specific security group.  This security group will have about 25 members.

For Example: Users 1,2 & 3 are my users that need the ability to send out as other users.  Users 4,5,6,7,8, 9, etc are the other users.

User 1 needs the ability to send email out AS user 4,5,6,7,8,9,etc.

User 2 needs the ability to send email out AS user 4,5,6,7,8,9,etc.

User 3 needs the ability to send email out AS user 4,5,6,7,8,9,etc.

This does not appear possible using the EMC as the Manage Send As permission option is not available for security groups or distribution groups.  I have already added the Send As permission In ADUC, View > Advanced Features > Properties of Security Group > Add Send As permission to Users 1, 2 & 3. 

I have waited the 2 hours for the Information Store Cache to update but when I send a test email out from Outlook, signed in as User 4,5,6,7,8 or 9, then changing the From address to User 1, 2 or 3 the email is bounced back stating I don't have permission to do this. 

I am trying to avoid having to manually add all these permission for all these users.   I can apply the SEND AS permission to individual users and this works . .but I need this to work at a security group leve.

Am I thinking about this wrong?
