Exchange 2010 - OWA - New Address List - Access Denied

I found some other hits thru this forum but can't seem to find a resolution to mine. Would someone please help?

  1. Exchange 2010 - 2 node DAG, a few combo CAS/Hub servers.
  2. New instances of everything on 2008 R2 (that is, this messaging environment wasn't an upgrade, but a fresh install).
  3. I have the default GAL.
  4. I created a new GAL.  Did the steps correctly (I think) to generate this new GAL and the ABP.
  5. When I logon as a user into OWA, everything looks cool.
  6. I needed to add one more address list to this new GAL.
  7. The new address list is basically a bunch of external contacts.
  8. I see the contacts in OWA, under the new GAL.  However, to the right of each entry (as well as if I try to double-click and open the contact), I get:

 Access is denied.
The Active Directory resource couldn't be accessed. This may be because the Active Directory object doesn't exist or the object has become corrupted, or because you don't have the correct permissions. 

The contacts were created from scratch, manually via EMC (no batching).  AD Replication definitely occurred.  I also restarted the IS service.  Yet, I can't seem to shake that error above.

Has anyone come across this before?
