Environment with two Exchange 2010 servers - Anti-Spam Settings.

I have two Exchange 2010 Servers, one is RTM and the other is SP2. The SP2 server was added in addition to the RTM server. The SP2 server is going to replace the RTM server, but while migrating the environment over, I am seeing that any email coming in from the SP2 server does not get checked for spam. Now the RTM server, when ever it gets an email it checks it for spam. I have the transportconfig internalSMTPservers set for both servers LAN NIC's, I then set the setting for all IP's on the two servers, still nothing.

Here is an example header for the RTM server that was implemented first.
