Routing logs - Backoff Path

Hi, in routing logs under the tab Active Directory Sites & Routing Groups each site has a Backoff  path listing sites to use for when routing fails to its nearest hub transport server. Is there a way to add a site to this manually? How does exchange determine which sites to use for this path.
